LORAIN COUNTY, OH – Scott Moran, the Director of the Lorain County Sheriff’s Office Human Trafficking Task Force has been exposed in a series of unlawful and unethical actions involving his private cell phone and abusing his position of power. Throughout the latter half of 2025 Director Moran would receive dozens of explicit images and videos to his personal device from a mentally ill woman that had just recently been released from a psychiatric ward for abusing her husband and their children. Moran would then engage in a pattern of corrupt behavior by directly influencing and or intentionally orchestrating the malicious criminal prosecution of the victim (the husband) in two separate incidents in conjunction with the Ashland Police Department. He would also make numerous threats towards the victim via highly unprofessional phone calls to their attorney.

During the course of the Director’s investigation he developed a personal relationship of sorts with the abuser where he would engage in hundreds of phone calls and text messages from his personal phone. In one phone call he informed her that he was “taking him down” – in an unrelated matter, in another he would go as far as to direct her in ways that she could cause even more potential harm and strife to the victim, such as; trying to get diagnosed as a battered woman, repetitively stating that the husband had no rights to their oldest son, and so on.
Moran’s corrupt, illegal and unprofessional conduct sheds light into a prime example of someone who is being persecuted as opposed to being prosecuted. Moran’s involvement would also directly and indirectly degrade and essentially erode two civil protection order hearings, effectively altering their results and would weigh heavily on an initial divorce filing. The victim would also be charged with numerous false crimes at Moran’s request, pulled over and held at gunpoint in one situation and having charges enhanced in another. Moran would even press charges on his target for telecommunications harassment after all that he had done.
TIMELINE OF EVENTS

The following is a timeline of events pertaining to Director Scott Moran:
- April 23, 2025 at 11am – Abuser makes video talking about how she won’t be abusive towards her husband and her children anymore whilst en-route to the psychiatric ward.
- May 2025 – Abuser shares screenshots to her husband, family and friends about launching a human trafficking investigation, stating to numerous people she’s doing this because she felt that “he was playing games with her, so she can play them back” while also being secretly recorded stating as much in another. Victim calls LCSO to inform them of his wife’s behavior, speaks at length to a task force detective.
- July 2025 – Victim texts the director numerous times while drunk after learning of him and his wife’s personal relationship and conversations. Detective Scott then calls the victim’s attorney, attorney Steven Albenze screaming at him while he’s in the middle of court in Elyria (Scott would wind up apologizing to Albenze due to his outburst).
- August 2025 – Door to door salesman approaches victims home for the third time in a 3+ hour period. Situation quickly escalated after the salesman refused to provide his name, what he was selling and other identifying information. Both the salesman and the victim were on the phone with the police and recording one another. Victim was speaking with the lieutenant and in the process of sending over the entirety of the interaction. Lieutenant had stated he would be charged with “disorderly conduct”. After a phone call is placed to Director Scott Moran by the Ashland Police Department, they are then instructed by Moran to “charge him with everything and anything you can”. Charges were then enhanced to include menacing and obstruction at Moran’s behest. Moran then called the abuser to celebrate and inform her as to what was taking place with his involvement and getting more charges levied.
- On or about the evening of 10/14/2025 – Director Moran made a phone call to an on duty contact within the Ashland Police Department and informed them that the victim had felony warrant’s for their arrest. Which was a lie.
- At approximately 1:00am on 10/15/2025 – Ashland Police SGT. Eggerton pulled the victim over after being informed of a felony warrant for “intimidation”. The individual pulled over immediately and turned off his vehicle while waiting for officers to approach. Thinking he made a moving violation. Instead, officers remained at the rear of his vehicle with their guns drawn and began yelling at him. Scott’s victim then opened his sun-roof in an attempt to communicate with officers. After a few minutes the victim exited the vehicle and was instructed to get on their knee’s and to place their hands on their head. The victim complied completely. The officer also wrote in his report that the victim “could not hear my commands” and went on to state how he couldn’t “hear what was being said either” due to the nature of the stop. This fake and orchestrated stop resulted in fake charges of obstruction against him. He was taken to the Ashland County Jail, his car was impounded and his dog was taken to the pound. The man was released that same morning after it was determined there were no felony or extraditable warrants for his arrest. Officers can be overheard on their bodycam’s, patrol cam’s and external recording devices during the arrest that they would let the LCSO (Lorain County Sheriff’s Office) deal with this situation.

- 10/17/2025 at 7:22pm – Text messages were then sent, en-masse by the victim to Director Scott Moran. One hundred and thirty seven messages to be precise. This after being held at gunpoint and unlawfully stopped due to Moran’s persistent involvement. In one text the victim states “You almost got me killed being homeless bitch”. The texts to Director Scott were riddled with an overwhelming amount of “FUCK YOU’S” as well.

- 10/17/2025 at approximately 7:45pm – Director Scott made a phone call from his personal cellphone device to Steven G. Albenze where he stated “I’m sending people to come and get him right now, I’m not fucking stopping until he’s either dead or in prison”. F.B.I agents located at the D.C. Headquarters were contacted shortly after Moran made this call. Scott would then go on to make several other call’s and texts to law enforcement associates in Lorain and Ashland County, as well as the woman in question. Urging her to get more people, as many as she get, to come forward to say anything against the victim.

- On 10/22/2025 – Director Moran then proceeded to press charges on the victim for telecommunications harassment stemming from the 137 messages sent on the 17th. In his report he confirmed that the phone number in question is indeed his personal cell-phone and he also went on to add that he “did not text back”. However, he failed to mention that he had been harassing and persecuting (not to be confused with prosecuting) the victim for months leading up to this.
- On or about 10/23/2025 – Shortly after filing his complaint with the North Ridgeville Police Department Director Scott Moran then changed the pick-up radius for misdemeanors from Lorain County to Ashland County to include a specific pickup just for their victim (the abuser and him are “their victim” in this context). Lorain County will not extradite for misdemeanor warrants unless the individuals have pending arrests or are involved in domestic violence cases. This was confirmed by an on scene Ashland Detective as well as the Ashland County’s Sheriff Office, with several key members of law enforcement stating “if we didn’t have to do this, we wouldn’t”, with another adding “this is becoming ridiculous already” and another stating “we’re sorry you have to go through this”. It should be noted that the victim’s daughter was located in his vehicle, this trauma extends beyond that of just the directly involved. However, Ashland Detective’s on scene were willing to drive the victim’s vehicle to a local drop-off point so his 4 year old daughter would feel more comfortable. Ashland Sheriff’s also took the steps to conceal the handcuffs being placed on the victim and also allowed him to communicate and provide his daughter with food and water while also allowing him to arrange a safe drop-off for her for nearly 20 minutes while on scene.

THE BOTTOM LINE
SCUMBAGGED TIP: Just because you are in a position of power doesn’t mean you should be wielding it to entirely destroy a person in illegal and insane ways. Especially if the person is innocent and actually was living a decent, law-abiding life and trying their best in every single way imaginable for the people that they loved. This isn’t what the criminal justice system was designed for and this isn’t what criminal justice looks like. This is just another sad day and another sad example in a long long sad saga that has spanned decades now.
ABOUT THE ABUSER: The following is a time-line of events as they transpired prior to Director Scott’s involvement as well as lengthy history summarized below:
- 4/23/2025 – Abuser taken to psych ward for attempting to stab herself, her husband and abusing their children over a prolonged period of time.
- 4/26, 4/27, 4/28, 4/29 of 2025 – Victim goes to Ashland Police Department numerous times trying to prevent abuser’s return to the home too soon without getting much needed help. Victim also visits Probation Office. Victim files CPO against abuser. Ashland PD and Law Director then get involved, they inform the woman “he’s trying to put you in jail” and “you’re going to go to jail” – even causing her to have anxiety and panic attacks.
- May of 2025 – Abuser gets placed into a domestic violence shelter and begins prostituting, doing drugs, threatening to rob the home, have the husband assaulted and stops taking her medication.
- Victim informs abuser that they will not be able to have shared 50/50 custody if she continues this behavior.
- Abuser attempts to press harassment charges out of Mansfield against victim for informing them as to their behavior.
- Article runs on man for soliciting wife in regards to human trafficking.
- Abuser threatens to press charges on husband for human trafficking if article is not removed. Contacts Lorain County Human Trafficking Task force again, persistently and consistently.
- Director Scott joins the fucking insanity.
The abuser in this case was previously a hypodermic needle user for 6 years, lost custody of her only child at the time in 2016 due to heroin use, had four overdose deaths at a room in her name at Woodspring Suites in Avon (2016), is responsible for at least one unsolved overdose death (Nico Castro) – she took his money and drugs and left him to die as opposed to calling 911, all of which transpired that same year, 2016. This woman has had run-ins with the U.S. Marshalls, the Lorain County Sheriff’s, the Lorain County Task Force, multiple jurisdictions and multiple Human Trafficking and Prostitution inquiries since 2012. She met her husband in 2017 and he helped her get sober within a month of their meeting. Both were not perfect people in the beginning, both did things to one another that were harmful and hurtful, but they fell in love, got married and would go on to have 3 children and a family together. She would work at Giant Eagle, Cinnaholic, Subway, Horizon Science Academy and numerous other jobs during their marriage. She would get her high school diploma, her drivers license, run companies, go to college for a nursing career at LCCC, and have freedom and mobility to live life as she pleased (as much as a mother of four possibly can). Unfortunately, not without bumps along the way as she was found with crack pipes in their sons bedroom closet and xanax in her drawer in 2018. Elyria Detectives had interest in her in 2019 in regards to prolific drug dealer Terrance Sheldon, they placed a phone call to her in March of that year. The husband worked for years – 70 hour weeks in the auto industry and discovered she was not taking typical care of the children in January of 2021, amongst other differences visibly discerned with his wife. Husband hired a private ex-federal forensic detective in February of 2021, husband informed the Elyria Police Department as to her behavior and the situation unfolding at their residence in March of 2021. Husband informed CPS as to her behavior as well that same year and the following year. Multiple jail and controlled facility phone call recordings shed light into the true nature of this situation between 2021 and 2025. The husband also documented her behavior on his personal TikTok, and informed friends and family as to what was transpiring nearly every step of the way – all to no avail. If you can’t get the good people to help you get rid of the bad people, then you are left with beating the bad people at their own game. Husband scheduled many counseling sessions, individual, couples. Wife was medicated off and on for post-partum in 2018/19 and treated for Bi-Polar as well. He tried to leave and was arrested. He tried to leave and she attempted suicide. He told her to leave and he was arrested for calling her a “parasite” because she got mad. He tried to safeguard the couples children by any all means necessary. Multiple CPS cases opened and were only closed once the husband and could come up with safeguards (with CPS guidance) to help defuse the situation and hostile environment. The woman also engaged in illicit acts on July 3, 2023 from the city of Ashland, to which the husband responded “I want no part of this, you’ve broken my heart” to which she responded “I’m sorry” – summing up the demented mentality. In February and March of 2024 the woman again attempted to engage in illegal behavior stating “I should be stacking money right now” and again the husband stated “Don’t do this, it will destroy your soul”. The abuser would press fake rape charges on Emil Gamidov, a prominent Cleveland business owner that same year. The couples children would fall into truancy and need psychiatric counseling while the husband was away. While in Ashland County jail serving a 30 day jail sentence for falsifying charges against her husband, the woman would suffer numerous mental breakdowns, become flirtatious with staff and have to be moved to several units. While at the psychiatric ward she had sex with fellow patients against institution rules. After her release she would press fake charges on her husband numerous times, attack friends and family, run with the couples children, unenroll them from school, steal, harass and intimidate to this very moment in time.
AËTOS SAYS: Can you honestly blame the guy for contacting the detective and saying the things he said? The Director emboldened the abuser to wreak absolute hell on his life. Helped her to destroy him and his family in every way imaginable. He’s living in what I would imagine is a constant state of fear as a result of him as well, because this isn’t prosecution, this is persecution. Can’t drive to get fast food without getting pulled over, can’t go use the bathroom at a gas station without getting pulled over, can’t sleep in a Walmart parking lot without getting pulled over, can’t take your wife to a psychiatric ward to safeguard her, yourself and your children without being falsely accused, can’t go to the police department to get help without it being turned against you, can’t pick up your daughter from daycare without being pulled over, can’t pull over and comply without being charged, can’t leave without having fake charges pressed, can’t ask her to leave without having fake charges pressed, can’t show the courts video’s and proof of abuse without them ignoring it and making a mockery of him and his life…
